This album includes Stephen Brown of Tuxedomoon in all/ most of the tracks. It really shares a lot of traits with Tuxedomoon's members' post exile side projects.
While I didn't precisely like all of the tracks, those I did, I really liked. Like the title describes, this album is rather dark, haunting and mysterious, no drum machines here, thank goodness. I almost would be tempted to label it "lyrical Musique Concrete." Again, very much like Tux and related projects, but in a complementary way, not very redundant. For Tuxedomoon et al fans this album is worth buying. For the rest of the world, I recommend starting out with Tuxedomoon's more accesible records, Holy Wars, for instance.
